City of Detroit and SEMCA region programs Eligibility: AFDC recipients in Wayne county including the City of Detroit; Clients served by this program must have been referred by the Department of Human Services; Services are available to limited English proficient clients from across Wayne County Services: Case management and referral services, assistance with job search and placement, employability skills and basic skills training, paid occupational training (if criteria are met), follow up until AFDC case is closed SEMCA JET Coordinator: Rashed Amine Detroit JET Coordinator: Rafael Narbaez
